I answer this question all over this site. I am a retired Police Officer that has investigated Internet fraud and scams for years and advise law enforcement on fraud much more complicated than those found on this site. This is a Nigerian scam. They use IP servers from countries other than their own. It is showing up in the States and the U.K. and recently Canada. (Canada will let anyone in) Here is the rule. "You gotta pay to play". Lotteries do not just pick out your name from the billions of people in the world. You must buy a ticket to the lottery in the U.K. to be eligible to win. If you won a U.K. lottery why would the British be running their lottery out of B.C. This is the same scam with the Australian Football lottery, The U.K Football Lottery. Many send forgery's of real checks with a magnetic strip. I'm sure they told you to use a money wire service to send the money. When the bank that cashes it finds it is a forgery guess who they go after. I don't know what country you live in, but if it is the States you can call your local FBI office and they can steer you to their people that investigate these scams. If not in the States call the Federal investigative service of your country. Common sense.
