Can a flat window cable be used as ground block?

This is for my dish. Can my flat coax cable function as ground block?

If you mean outside your house, drive a 6 foot copper grounding rod into the earth, run heavy cable to it. For inside house, best ground is either main water pipe comming into house (BEFORE water meter), or AC Mains ground.
