Pet stores actually sell litter for dogs now and the bigger litter boxes. Dogs go where the scent is so you would actually need to use some litter to absorb a pee spot and then put back into litter pan, same with stool. Keep some "scent" in the pan so it can learn that is where it is ok to go.
Personally, I still encourage you to take it out. I understand the idea of snow and cold. I would suggest the puppy pads instead. They are treated with a "scent" to encourage the pup. Place near the door as you want the pup to learn that it will later be going out to potty on grass. There are sweaters to help keep pup warmer when outside. You did not say what kind or what kind of coat it has.
You might be able to clear a spot under a big bush or tree and just take it out to that area. Carry it out to spot and back to house for now if so cold/snowy. You don't just send a dog out to potty irregardless of weather. That isn't how it is done. Yu have to go out with it and when it potties you have to praise and let it know that is what you want. They learn to associate the pottying with you being all happy and maybe a treat! That is how they learn.
And how big is puppy going to be? Small/toy breed? Or is it going to get too big to want it going inside in a box??? Think ahead on this issue. It would be smarter to get the cat pan and get a bag of dirt to use and scoop as needed. Like bag of cheap potting soil!! As that is more natural and eventually it will go out and use the dirt/grass to go on. Does that make sense?
Think all this over. Don't create a possible problem for later on that you might regret.

Training a puppy is a tough and long prosecess.Certain dogs take longer,But will work.First lay down some newspaper and let him go where he goes then when he does and if it is now on the paper get some of the paper and rub it on the pee and place that paper in the middle of the othe paper on the floor but dont cover it just place more paper under that one, If it is poop then just scoop a small amount and doo the same after he goes to do his business and if he doen't do on paper do this again. I you have a gage to set him in and if you see him moving pull him out and place him on the paper and if he goes good then put him back in cage and after a few hours try again and so on .But if you do have cats please elavate the litter cause dogs will eat the cat poop and then your dog will get worms. the cage thing would be for Hyper dogs like chihuahuas or labs,retreivers, ?.

I don't know how to add additional info to my question so here it is...
Oops forgot to say ! Its a Jack R puppy 4 months it's - 20 Celsius here & not looking to warm up till March or so ... I was thinking either pad traiining till it warmed up a bit .. or putting the pad in a cat litter box & slowly moving it to the door & out when it warms up a little... eventually the cat box will disappear... when its a bit warmer & the 2 plus feet of snow are gone... I don't want it to disappear outside even though I'll be with it !!

Dogs instinctively want to potty as far from their living space as possible. My mom litter trained her puppy, but by 4 months old, he was crying to go outside instead, and only used the box as a last resort. Personally, I think dogs prefer going outside to inside.
If you must, petsmart carries dog-sized litter boxes and dog approved litters in the same area as the stain cleaners and puppy pads.

try puppy pads if you must not take your dog outside. I think the litter option isnt good for the dog. I've been training my puppy on pads and hes doing okay. Good luck and try the pads over the litter box

i have a puppy i got 2weeks ago....i am still working on newspaper training. i got a spray at the pet store to spray on the spot you want the puppy to do his business.....he is getting better but it is a slow process. i clean it few times a day so it doesnt smell the house. i put fresh paper down and always try to keep a bit the smell on the top paper so when he startes to look for the smell where to go he can find it easier.

okay. there is this thing where you spray it on a pad or an area where you want your dog to go. Also..If you dont want to send him outside, build a little area that has grass on it so that he gets used to going on grass insead of the carpet.
