Well, first off, show him that he doesn't have to be shy around you. I used to be shy, but someone changed me. Make him feel comfortable, and you can pretty much take him anywhere.

I'm very shy and I don't mind some restaurants, but I have heard of some people who don't like to have anyone see them eat, but I'd prefer if someone else ordered for me, after asking me of course, since the waitress often asks me to repeat myself as my voice is so low.
I like hiking, so I'd rather do that, but never would think of that as a first date.
I have been at certain restaurants where I was extremely embarrassed and had a terrible time, when it's crowded or strangers are sitting very close to us, or at the same table. I hate that. Maybe going somewhere unpopular or during lunch is better than a busy crowed dinner meal.
I always think those Applebees type restaurants are too busy, crowded and the waitresses are too talkative and try to avoid them.
Drinking is not the answer.

Dinner at his house or your house would be best...presuming that you both live alone.
Otherwise...a quite place where you can get to know each other.
Many shy people are only shy towards strangers. Once the ice is broken...they can almost be extroverts.
Don't know how old you are...but a couple of drinks does wonder to give a shy person some dutch courage.
My advice to you is to make all the moves on that first night...as he won't. But take it slow...one step at a time.
If he likes you...he will stick around no matter what. If you scare him...he will take off.
If you continue to see him after that first night...keep making the first moves until he is confortable enough to take over...which should only be a matter of days.
Shy people actually like being associated to someone stronger than them. It give them confidence.

Don't worry about it too much. He needs to learn how to interact with people sometime. If you really want him to be most comfortable though, bring him to your house, a small restaurant (there have to be a few around your place, right?), anywhere natural (eg, for a picnic or something), or almost anywhere secluded where you can talk and eat. You will make him come out of his shell if you have enough conversation with him. Have fun!

restaurant is fine go on a weekday versus a weekend and maybe a movie or go bowling or some thing fun that you both can do try going on a weekday that way there won't be as many people as there are on the weekends

the movies. its dark and its quiet. and u can do naughty things too. haha if he turned out not to be shy. u can make ur move there. and if he's not comfortable. blame it on the darkness.
