You don't have to tell him. He probably already knows. Just talk to him like you talk to anyone else. Smile, catch his stare and then as soon as he catches you, lock eyes and then look down. That is called flirting. If you smile and talk to him and ask him questions about himself he will get the message. If he likes you back and you have given him encouragement he will ask you out. If he does not respond, well, as the book says, he is just not that in to you! Don't waste "your pretty" anymore and move on to the next guy. It was his loss.
