She licks it so much that it's gotten rusty from licking it so much. Does she like the taste of rust or is she licking what she smells in the ductwork. I've had a problem with roof rats in the past? Could she be smelling their presents they left behind in the ducts? And is licking rusty metal unhealthy for a dog?

Honestly, this is a new on on me. And I've seen it all I thought.
I assume you are talking about the metal grill over a duct opening for the heat/air?? Have you removed it to see what might be visible inside? I stick the vaccum hose down in mine occasionally because of all the doggie hairs around here. Or is it the main return vent??

I would suggest removing, take outside to clean down really good. Sandpaper the rust off and recoat with can of spray enamel whatever color is good. That would eliminate the rust risk if nothing else and look better.

Try to deter the behaviour for what it is. Something she really does not need to do. Maybe once you remove and take a look you will find a clue for this odd obsession. And once cleaned and recoated it may stop. Try bringing her in and to her food/water and discourage the licking of grate.

You will find that she is lacking iron probably, so it might pay off to change her diet for a bit and see what happens or she could just be thirsty. As to the rust it is deffinatly not good for your dog!!! Its not good for us so it cant be good for them either. If she still doesnt stop licking them no matter what you do then try putting some special dog spray on there. It has a citronella smell that dogs cant stand!!! Or your could put some chillie on the vents.

When my dogs licked metal in the past it meant they were out of water and were trying to lick something cold like metal to cool thier tongue. Does your dog have water in the dog bowl?
Be sure to put some fresh cold water in.

Well, you know dogs do all kinds of disgusting things. If you even expose your leg, they'll lick it ad nauseum.

Because of the iron it contains. She might be low on that mineral in her diet.
