just be casual. Ask them if there is some where that is special to them and ask them if they would like to go there. Have an enjoyable time with them. after the visit ask them if they would like to go another place with you and just keep going on and on etc, if they do not like the idea, then they are deliberately being ignorant or you are dating a rock.

Just to review the basics, before you tell someone you like them there are two things that have worked for me
1) start talking to them to get to know her/him (and for her/him to get to know you)
2) assuming you like the person (and not just their looks), start flirting with them. You know, saying the cute, funny, interesting things that indirectly say "i like you".

Ask them all about themselves. Everybody likes to talk about themselves and they like questions about themselves. It will make this person think you are both interested in them and will make them more attracted to you.

well, first of all, dont just be in the middle of the street, and say causally 'i like you'. u need to make it romantic, and set the mood right so he'll say 'i like you 2!' that will be sweet!!!
