yes but you really need to check with EACH case as certain things change at different ages..............and of course the brother has to have citizenship to start with plus be able to PROVE he can support him financially till the process is complete

which country are you speaking of ? is the US ?
you may sponsor your brother for entry in the US but not for his citizenship

you brother has to had his residence in the US before becoming a citizen of the US ........and take the test on his own ....perhaps you are wanting to know about him coming ? to sponsoring him to come to the US ?
