The cheapest siding method is vinyl siding. It's a little harder to install over block than wood construction, but any siding would be. It would have a number of benefits over other methods.

You would start by attaching 1x2 wood furring strips vertically, preferably 16" on centers. These could be nailed with a few concrete nails but primarily held with a good construction adhesive. Climate matters. If you are in a cold climate, you could add 3/4" thick styrofoam panels between the furring strips, improving the insulation efficiency of the property

The siding is nailed to the furring strips. It's important not to drive the nails down tightly as the panels need to move (slide slightly on the nails) to accomodate expansion. There are pre-formed trims to take care of ends and openings.

The main advantage is a totally new look. It's independent of the original surface, so little or no prep is needed and things like cracks or peeling paint are permanently covered. No paint or additional finishing needed either. It will be maintenance free for around 20 years or more.

This is a project that you can do yourself, if you are handy and will pay attention to instructions. Tools are basic ones; cost is about $1-$1.20 per square foot for siding materials including trims. There is a very broad range of colors and looks to choose from. Major lumber stores (Lowes, Home Depot) and siding specialty suppliers have the meterials.

with news paper and duct tape.

No really it is an investment, that you need to do right and that will last a long time. So in my opinion call around and get the best price and pay a pro. If this is unattainable then take a do it your self class at the home depot.
