It really depends on where in public this is taking place...if there are kids around, and profanity is being used, yes I will say something. The cell phone thing.....probably not. Giving someone a hard time, this depends on if that someone can hold their own ground...but me being me...I would probably ask the person to chill a bit.

It depends on the situation, but there's been times that I've wished I had spoken up. Example: I was at the movies watching The Fountain. It's not a comedy of any type. These idiots were guffawing through the entire movie, and were being especially loud during the sensitive, teary moments. It was seriously killing the movie for them. I so felt like telling them to go home and rent Meet the Fockers and leave us alone. And I seriously wish I had.

All except the "loud on a cell phone", yes I would approach them and say something like, "There are children present." or something along those lines. If they become belligerent I would call the police.
The "loud on a cell phone" could be because they're having a bad day, I tend to try to give people a little leeway in that regard.

Outside a store I saw a woman screaming and actually stamping her feet at a child about 3-4 years old.She was asking the little girl" what is wrong with you, why are you acting like that ?" I approached them and said very nicely," maybe because she sees you acting like that!"
The woman's face turned red and she took the child by the hand and quietly walked away.I wondered how this little one was treated in private. If I see a child being treated badly in public, I will say something.

Cell phones are still like toys to some adults. It's like what in the
world did we all do without cell phones. When I hear someone
talking and laughing or cursing on their phone I just get so
annoyed. Do these people realize they are not at home! Once I
just went SHHHHHHHH, do you mind?! Works everytime, they
left or they just hung up. Also, driving and cell phones do not
mix!

I don't think that they are being rude if it is a public place , That is not something that I would personally do but to each is own , You don't know what is currently going on with them personally for them to be loud or on their cell phones , just let people do their own thing

If it's in a bar or late at night where no children are present, I would ignore the person. If it was during the middle of the day and the person was in a grocery store or someplace where young ones were present (or could be in earshot), I would say something.

It depends,if the bully is berating someone,a waitress,in particular to my thoughts,a young parking lot attendant,yes I intervene.Happy to do so,but I am a very large man !
