There are a few different scenarios, here:
1. He likes you, but is too shy to do anything about it. He can't stop himself from staring at you.
2. He's a weirdo, and doesn't know how to properly conduct himself in public.

well that may be possible lol but hopefully that is not the case here it may also mean that he is attracted to you and just does not know how to ask you out. I actually knew two guys like that my ex when we first met he always stared at me i thought it was kind of creepy at first but then when i realized it was harmless and he just had a crush i approached him most would not but i am a very straight forward girl and came out saying hey why are you always looking at me? he did not know what to say long story short we ended up going out for 2.5 years so he may just have a crush on you =) good luck
