i am getting racing seats and want http://www.k2motor.com/rsb-4ptblk-2.html because they match the seats are they streets legal?

I've used racing shells and harnesses in cars that are street legal and do not know of any issues with state laws (but that could vary in other states). The belts pictured though do not strike me as a racing harness as much as something that wants to look like a racing harness.

You should first make a determination of just what you want to accomplish - is this for increased safety? To better hold you in your seat? Or for looks? In the first, be aware that while you may make one aspect safer, you may also do the opposite to something else (a four point system like that pictured can hold you better in the seat and be better in some safety issues, but is also prone to having the belt across your middle ride up and cause abdominal injury in an accident since your torso does not move forward as it would in a normal passenger car setup). And if you don't have proper seats with correct harness guides, it will effectively act as just a two point system as the shoulder portion will normally slide off.

These belts look chintzy. A real racing belt will have a crotch strap so the belts won't slide up in a crash. Check out "Speedway Motors" on line catalog for real racing belts. If you want the look of racing belts at a cheap price, there is a tee-shirt from Simpson Safty Equipment with racing belts printed on it.

I don't see a problem using it. The law says, you need to wear a seat belt.

might depend by state but in NY I had a 86 montecarlo LS that I literally bolted a belt to the door frame and the floor board and I would slide in it becuase the original belt rusted out and it passed inspection

Yep, racing harnesses are street-legal but not very practical unless you're really racing.

One, they wouldn't be selling the seats if they were illegal. Finally, I have never heard of a racing seat being illegal.
