Unfortunately, no.
You must be 21 to have a handgun concealed on yourself. He has to rely on his hunting arm for defense. But, that is the contradiction of the looney rules put in by our politicians.. You have to be 18 to buy ammo, but you can go into the woods alone with a rifle and ammo to hunt at 16 with a license - and, you can have a large caliber hi-power rifle, but not a small handgun... Go figure.

Depends on state and such.
First, see if it's legal for him to "posses" the pistol.
Then, check the hunting laws.
The general hunting rule is - you can't carry anything that you're not "hunting" with. If it's muzzle-loader season, bow season, shotgun season, etc - you can't have anything other than that with you.
That's for everyone - all ages. They'll assume the worst and charge you with a hunting violation. This also include the wrong ammo. FMJ cartridges, buck-shot when only slugs are legal, etc.
If it's deer season, and it's legal to hunt with buckshot, rifle, or pistol, you can carry a rifle, a pistol, and a shotgun.
You may want to use the pest exemption if you want to try it.
For instance, European Starlings can be hunted year-round with anything you want to. You can claim to be doing that.
Also government or private land owners can set their own rules, so check those too.

It varies by state, you have to check with local wildlife/conservation agencies, or it should be in the hunting guidebook you usually get with your license? The revolver is no more dangerous than a rifle or shotgun, in fact I'd say less so when you are travelling through woods and rough terrain.

If he has a valid pistol permit he is fine. If he doesn't then that is a serious no no. Personally, I don't know any 16 year old that I would give a handgun to carry around
