First of all, vodka is NOT the best gift - we have a lot of that in Russia. Especially not Stolichnaya (sorry, but the traditional Stoly is made of wheat, just like ALL Russian traditional vodkas) - my husband tried some when he visited me over there and said it has nothing to do with what the imported Stoly in USA tastes like.
As for the nestling girls (Matryeshkas) - no offense, but that's a souvenir for foreigners, not for Russians themselves.
Get her flowers! Especially roses (and yes, you can get her flowers even if you live abroad - if you search Russian dating sites you'll find many flower delivering services, they charge a lot, but at least you can do that). But don't get yellow flowers - over there to give yellow flowers is considered to be a hint "I am going to leave you soon".
Get her a pretty wardrobe item (if you are close enough already with her, get lingerie).
Depending on what her tastes are like get her either a good DVD (from a Russian site so that it can be played over there - check the encoding (it has to be PAL) and region (region one is only for USA and Canada, for example). Or get some music.
I know, these are very ordinary ideas, but we really do not have a "traditional gift". ;-) The main thing that counts is a though. So if you for example send her some flowers and then send a card with Russian text, written by yourself about how much you love her (if you want I can help with translation), she will be surprised and will feel your care.
To say it's a scam is to assume too much. We don't know your situation, how close you are, whether you are there in Russia already or not, etc.
