from other countries on my p.c.. Is this for real. I think it cost about 250 one time payment.

Before you give your money out to them, browse around for
references. Look them up and see if they can be found from
independent sources and see if there are any reviews of their
product and/or company. If you cannot find any, then I suggest
that you do not do business with them out of a strong risk that
they may not be legitimate.
