There's this guy who is somewhat "obsessed" with me. He usually insists that I go out with him, and he tries to complement me a lot. (Excessively) Though I've noticed that after a while of me rejecting him a few times, he'd go back to his ex gf and start hanging with her. He has gone out and broken up with her two times, but since the last time, he says he hasn't dated her. I'm suspicious as to why he keeps going back to her when he complains of how needy and annoying she was. I'm not exactly interested in this guy since I barely know him, but I'm very suspicious of his "wishy-washy" nature, and the fact that he is apparently known to bad mouth his exes. To me, he is coming off as the desperate needy type himself though.

You seem to already have a grip on what the situation is. He apparently doesn't really know what he wants himself and needs to figure that out. Hopefully he will grow up soon.
