This is an autographed souvenir style. Cubists, realists,
and also surrealists got into the architectures pad with a
combination of advertising color palette. Of all things this is
truly a souvenir style common in europe, brazil, and australia
for signature old family, old value traditional gifts , similar to
friendships postcards, and momentos.http://www.discoverfrance.net

It looks like one of Mondrian's art pieces. He was part of the De Stijl movement ("The Syle" in Dutch).
