this question makes no sense, do you even know what DNA and RNA is???

dna and rna make up your genetic code. they determine everything about you. (hair colour, eye colour, etc) and have nothing to do with your intelligence or memory.

The FDA doesn't get any say in the matter of RNA-DNA. It is what makes up the cells in every living thing. It can affect your overall health by mutations in DNA which are the source of many diseases.
