Because some people will eat a regular hotdog with a bun but when they go back for seconds they only want a hotdog.

So that you have to buy 5 packs of hot dogs and 4 packages of buns. That way instead of making a measly 2 bucks profit of of you, everyone makes a 20 dollar profit of of you. It's a scam I tell you! A scam! You know what I do though? Make bread pudding with the left over buns.

This is to force you to buy 8 packages of hot dogs and 10 packages of buns. If you were smart you would figure out that you could get away with 4 packages of hot dogs and 5 packages of buns.

to encourage you to invite a lot of friends, and have a party or cookout. The average size party is about 16 people, and if they are hungry will eat an average of 2.5 hot dogs. that is a total of 40 hotdogs / buns. so that is still simple, 5 packs of buns and 4 packs of hotdogs.

You buy 2 packages of buns for 1 pack of hotdogs-just think of how much money they will make extra from just that. Profit'$$$

Well, when you run out of buns, you must buy more but then you run out of hotdogs and must buy more... and on it goes into a spiraling cycle of constant buying until you've bought 4 packages of hotdogs and 5 packages of buns. It's a very clever marketing scheme.

Not everyone cares for a bun.

Let's say that you pass out hot dogs and one of your friends is on a low-carb diet. A bun would be such a waste on him.

Or lets say you're grilling your hot dogs out doors. Suddenly a hot dog slips through the grate into the fiery coals. No sense in wasting a bun on that one.

Okay, lets say that the dogs were cooked indoors, and nobody is on a low-carb diet. As your eating away your dog comes up to you with those sad eyes. How could you refuse puppy a hot dog. They love them... but don't give him a bun...

So you see there are plenty of times for hot dogs without the buns. There's no sense in have equal numbers of buns and dogs.

well totally different companies make the buns and the hot dogs, so its not like they are corresponding with each other...its just the way they did it, i dont think ppl sat down and had a meeting on how many buns and how many hot dogs should be in a pack...but, if you want a better answer than that, it could just be that they know 2 out of every 10 people like a hot dog with no bun lol

It drives me freakin' bonkers!!! I think they do it so you are always out of one thing or have too much of the other and forced to constantly go back and forth buying more trying to even out. I just eat those two extra hot dogs without buns, which is better than eating the buns without hot dogs - which I have sadly also done.

i guess the bun company expects 2 of the hotdogs to hit the floor/ground so therefore there wont be any buns left...good luck finding your answer.
