Haha. Are you thinking of that song? I love that song! Taffy is a very chewy sticky yummy candy. And Laffy Taffy is a specific brand of Taffy, wrapped in fun colorful wrappers that include jokes inside (that is the laffy - or laugh side). That whole song is full of candy references. I love laffy taffy!!

Always thought it meant getting a bit impatient, like a horse that wants to break into a gallop is getting a bit toe-ee. But then I am a recent import, if there is a sexual connotation I miss it entirely. Cameltoe is a totally different proposition, I wonder if that is what you might be thinking of. If so you will find a host of definitions in the urban dictionary, and the answer is a resounding yes to sexual context.

Taffy (Taf-ee) is candy, and laf-ee is supposed to sound like "laugh," so its name is sort of like Funny Candy or Happy Candy or something...

Laffy Taffy's are a brand of friuty flavored taffy candy. For a while it was slang for "booty", (the sweetest part of a woman's body), because of that song that goes "Girl, shake that Laffy Taffy". I don't know if that's the answer you wanted, but that's all I know.
