Your guess would be correct. But most native speakers instead would say "Forty-five sixty-nine." It would be a good rule to break up four-digit numbers into pairs when you say them, keeping in mind that a zero can be pronounced "oh." Examples,
8613 Eighty-six thirteen
1975 Nineteen seventy-five
4208 Forty-two oh eight
Phone numbers are usually spoken one digit at a time. Exmaple, 404-843-2259 "four oh four, eight four three, two two five nine."
When I see that dot, I say "point." So, I would read the number in your question as "forty-seven eighty-six point twenty-nine oh five."

For 4786 most people would say forty-seven eighty-six. The formal ways are forty-seven hundred eighty-six or four thousand, seven hundred eighty-six.
A 4 digit number is normally stated in hundreds. If you went to a 5 digit number then you would begin to state thousands.

you could also say "go to page four five six nine" but this would be confusing for the other person. Four thousand five hundred and sixty nine would be preferred, though you could leave out the "and".

You should leave out the word AND. It's four thousand five hundred sixty nine. When you say AND it refers to fractions and decimals. You could just say forty seven eighty six or four seven eight six or four thousand seven hundred eighty six.

That is the correct, and as far as I know, only way.
You can just read off the numbers "Go to page Four Five Six Nine", but would tend to only do it on the telephone.
