If i recall correctly the nation of Israel was made up out these 12 tribes. When the Israelites entered the promised land they were given the land by tribe. Ultimately the Israelite nation rejected the Messiah and when they did this God rejected them as a nation. Therefore the twelve tribes are symbolic and not literal. They are still made up of those of mankind but those that had been faithful to the end. There is also the 2nd part of that flock that no man was able to number that will enjoy life on a paradise earth.

Tower of Babel occurs shortly after the flood - Genesis 11; the 12 tribes are (generally) the descendants of Jacob, renamed Israel by God and don't come on the scene until much later, in Genesis 29 and following.

Long after. The tower of Babel came a couple hundred years after Noah.
The twelve tribes are the descendants of Jacob's twelve sons. their families made up the nation of the Hebrews (Israel). They're called the Children of Israel because God changed Jacob's name to Israel.

Okay, you've heard of Noah, who built the ark, right? Well, after his family came out, after the flood waters receded, they had to repopulate the earth (which at that point had largely been populated so far around where the Middle East is now, anyway). Noah's three sons and their wives had kids who wanted to stick together and become really GREAT! (We humans are kinda dumb like that...) So they ended up building that famous (and fairly disastrous) tower named Babel.

(The part of the world where that tower was built has always been trouble -- I don't mean the Middle East, I mean the little area of land where it was built. Have you ever wondered why "Babel" the tower and "Babylon" the ruthless and violent ancient nation have names that sound so familiar? No coincidence -- Babylon was built in the same place. Even today there's still trouble for that little area -- Babylon's site is just miles from Baghdad! That's Iraq! No kidding.)

Anyway, God confused the dickens out of the people who were trying to literally build a tower to make themselves bigger and better and more important than God, by messing up their one-unified-language-system, so they actually did do what He had told them to do (which was basically to spread out and "move in" to use the whole planet).

And a number of generations after that got going, God chose Abraham to be the father of his special people (who are still a recognizable nation today).
And Abraham had a kid named Isaac.
And Isaac had twin sons, one of whom was named Jacob.
And Jacob (after God gave him a new name, calling him Israel) had 12 sons (which is a very complicated story).
And those 12 sons started the 12 tribes of Israel.

I hope this explanation helps. :)

Nope. The twelve tribes was descended after Abraham, his son Issac and were the children of Issac's son Jacob. Jacob's name was also changed to Israel and from those 10 sons and 2 grandsons were the tribes of Israel. One son, was disowned. One son, Joseph, was not named a tribe but two of his sons were established as a tribe each.

Babel is just after flood. So it cannot come before. They are the root of Jacob. Read Genesis 49.
