My daughter does not speak English.Can she study in an university that gives the curse in spanish?

I guess you mean course! I would assume she could, but you'd have to ask all the universities she could potentially go to whether they'll do this.

To be honest, I think she should do a beginner's English course and - if possible - have an interpreter sitting with her during lessons and lectures.

I highly suggest that you and your daughter take a course of English Second language. English is spoken all over the world.
Look up AEFL courses on the internet.
I am sure there are spanish Universities in Mexico.
