I hope english isn't your first language.
Well, most runoff is used, to make lakes, in agriculture, sustain riverlife, etc. The question is, how far back are you catching this runoff? If you catch it too far back from the ocean, what will those on the coast do for fresh water? Also, there are many creatures that depend on something called "brackish" water, that is, freshwater runnoff mixing with salty water, so what will those creatures do? Most every place on earth uses runoff in some constructive way or another, but then again some places have high elevations and low precipitation, or are too far inland, so there is not runoff. It is true that some places could make better use of thier resources, but to say that the planet will be saved with just proper use of water is short-sited. Places with abundant water like India, N. Korea, Eastern Europe, China, and Iraq still have plenty of enviornmental problems that have nothing to do with water supply.

Because it's expensive. That's pretty much all there is to it--some ideas are too expensive to use, or the payoff is too small to justify the cost, in the eyes of the powers that be. You could argue that the current definitions of "too expensive" and "too little payoff" are wrong, but there will always be a point where it's just not worth it.

you want to pay millions-no BILLIONS of dollars to move water to other parts of the planet?
anyway, the deserts and other dry parts of the planet is natural.
messing with it could have dire enviormental consequences.
