Your city water supplyer should be aware of such a problem and preheat the water to a surtain temperature to prevent the freezing of the pipes it should be warm enuff to prevent freez and nice enuff for human use.

I do not know if you live in a house or aa apartment, and I do not know how this would work in apartment buildings, but some cold towns I have been what they do is close the entrance of water to the house. , and leave the tap open. It is not very technical, but it works.
