it means lincoln didn't think much of a man who didn't learn day by day, both from experience and by actively seeking knowledge
during lincoln's time, a lot of people, even hard larbourers, spent their free time reading and educating themselves.

Yes, it is by Lincoln however the quote is not correct.

Most all those "quote sites" have flaws.

So we see Lincoln answers your question about his famous quote! If you read the next lines Lincoln does not agree with the quote.

I think it means people who doesn't learn (Wiser) something a day or doesn't admit to learning anything doesn't earn respect.

Just a guess.
