There are differences in form, but they both measure the same amount of volume... 1 cup for example.

A dry cup is just the size of a cup and you can level off the dry ingredient.

A wet (liquid) measuring cup is larger than a cup and graduated so you can fill to the 1 cup line without spilling, usually made of clear glass or plastic so you can see the lines and the liquid.

So it just comes down to convenience, measuring one cup of liquid is easier in a liquid measuring cup (no spillage), but if you're stuck you can use a dry measuring cup. Just don't walk around a lot or you're spilling the liquid over the sides.

Liquid measuring cups are now available in plastic, which make them really inexpensive. The only advantage of a pyrex (glass) measuring cup is when you need to measure hot liquids, but that's not very often.

I find it good to have both - liquid and dry measuring cups. If you only have one set (dry only), it's kind of annoying when sugar sticks to the sides after you just measured a liquid.

If you only want one set, then get the dry measuring cups. It's a lot easier measure dry or wet ingredients than trying to use a liquid measuring cup to measure dry ingredients.

Pampered Chef sells a wet/dry measuring cup. It is a two cup tube with a tight sealing two cup insert. You pull the insert out to the amount of dry you need, and fill the cup with the wet ingredients.

Although liquid and dry measuring cups hold the same volume, in a liquid measuring cup, there is no way to level the surface of the contents to obtain an exact measurement

Yes. Liquid measuring cups measure the volume, for dry you are measuring the mass.
