You have already read the answer that it depends on the drug. Different drugs will affect the mind and body in different ways.
The operative word, in the cases of determining the criminality of being under the influence of drugs, is "impairment." If the drug impairs a person's reaction, vision, behavior or judgement, that is the effect a police officer, for instance, will apply to his decision to make a stop or arrest.
Don't forget, the impairment may not have anything to do with illegal or even over-the-counter drugs. Someone who has not had enough sleep may be too impaired to drive. In such and similar cases, there is no "field sobriety test" to determine the level of sleepiness or impairment. In those cases, the officer will make a determination based on the driver's behaviour, such as weaving in an out of lanes, inappropriate speed or something else.
Some drugs will affect reaction time. Some drugs will distort a person's sense of time and space. Many will affect a person's vision while others remove a person's sense of balance. Some will just fuzz up a person's ability to think and make decisions.

Drugs that typically have labels saying "Do not operate heavy machinery" are typically those that cause any of the following:
Sedation
Anxiety
Impaired Vision
Impaired Alertness
In general the only drugs you need to be worried about are the Benzodiazepines, Barbiturates, and other hypnotics. What the FDA is worried about is an altered feeling of cognition where in the brain is interpretting external stimuli less quickly.

It depends from the drug:
Allucinogenic drugs makes you see things that do not exist, but you are sure that are real.
Dissociating drugs makes you believe to be completely dissociating your body from your mind, so if you do something terrible you don't feel the burden of your actions, because you do'nt believe you did it.
Most antidepressive drugs give you problems to stay awake (common side effect), the most powerful ones give even big problems to THINKING, and slow thinking or memory loss are common effects.
Hypnotic drugs do really what the name says.

some drugs can slow you down and make you sleepy so its not a good idea to be driving and if you work on heavy machinery's you should stop till you finish you meds.
