I used to work at a company and the V.P. was very handsome. We would always flirt with each other and he would call me and ask me stuff that he already knew the answers to and we would end up shooting the breeze. I knew we could not get involved because of his position. Well when I resigned he emailed me saying that he wanted to keep in touch, hang out and gave me his home and cell numbers. He will email me and ask me to go to lunch and stuff but when I respond and try to set a date he doesnt respond to my emails. Then a couple of weeks later the same thing would happen. Is he playing games with me or could work just have him busy? I am not the one that suggested we stay in contact and I am not the one who initiates contact. I really like him and would like to go out with him but I am not sure what he is doing.

Maybe it is time to go for all or nothing. Don't send emails anymore. Call him and arrange something (coffee, dinner, whatever). And see what happens.
If it does not work, move on. There's plently of interesting people around.

He is playing games. First! Doggie initiates an email asking for a date and then doesn't respond to the reply IS RUDE!!
If you two were really hittin' it off toward a 'connection', nothing would stop him from getting with you and being polite to you even after you stopped working there. In other words, a Dog will bury a bone so he can find it later.
Was he ever too busy with work before to not answer you back?

Your being not sure what he is doing is enough answer for you right now to just lay off, find other interests, he comes back and approaches like a Man then, and maybe then Go out and get Your Freak on Girl!! Good Luck!

Considering that he is a VP, I'd say he's probably busy with work, so I sugges the next time he emails you and asks you to lunch call him and set something up, this way you will get a better feel for him and you'll be more likely to tell if he is just playing with you!

He is probably just busy. Next time he send you an email like that, you tell him to pick the time and place and you will confirm with him if that is good for you. Like you said, since he is intiating all of this then i doubt that he is blowing you off. He probably is just really busy. I would let him pick what is best for him and go from there. If ti doesn't work for you, then suggest a different time and date.

Quit responding to his emails and see what happens. Don't take any initiative and set any dates. If he likes you, he will try to pin you down and make a date with you. If not, he will continue to play these silly games.

Maybe he is more interested in seeing if your willing then actually going through with it. He wasn't too busy to e-mail you. He wasn't too busy to suggest hanging out. Now all of a sudden he's busy ?? Bullsh*t.
