Why do you want him to tell himself first? Why don't you tell him first instead? It's not wrong to be the one confessing just because you're a girl. Even if you tried giving him hints, he might not be able to pick them up. Just be straight and tell him how you feel. Maybe something good will come out of it. Good luck!!

Don't wait for him. Maybe he is shy.
If you have all the answers, why don't you just give the guy a call and ask him to go out for a coffee or dinner? It will be a great change to talk and make things happen.
