HOWEVER, to correct what has been said: the Chairman of the Joint Chiefs is NOT superior to every other military member. Unified Commands (ie, CENTCOM, PACOM, EUCOM) are a seperate chain on the operational side and report directly to the SecDef and the president (just like the Chairman of the Joint Chiefs and, by extension, the Joint Chiefs).

The Commandant of the United States Marine Corps is the highest ranking officer of the United States Marine Corps and a member of the Joint Chiefs of Staff, reporting to the Secretary of the Navy but not to the Chief of Naval Operations. Prometheis has it right. It isn't an issue of seniority, the chairman is not in the chain of command. Not that the Commandant would ever blow off an order from the Chairman, but he isn't technically senior.
