Pretty broad question. Yes most broadcasts (i.e. sports, television shows, etc..) do fill up your screen when they broadcast HD. However most movies are shot at many different aspects that will leave black bars at the top and bottom of your screen.

If programs are said to be broadcast in HD, then they are suppose to be 16:9. I have found that some stations, TNT in particular don't broadcast all their shows in 16:9. I am guessing it is probably the show rather than the TV station though.
Also, note that all HD stations don't broadcast all their shows in HD. Sometimes, it is 480p and 4:3 format.
Another thing to know is that not all HDTV are 16:9. Some HDTV's are in 16:10 format. Using zoom or stretching might be involved.
Hopefully when all the stations get their act together and are required to broadcast everything in HD, everything will get standarized.

Well, if they really said "Broadcast in HD" it will be 16:9, no stretching required. Some "HD" channels still broadcast 4:3 material, which has the sidebars. You can zoom this material to fill the screen.

its my understanding that by 2010 that all broadcasts must be in HD and it would be dumb to not broadcast in 16:9 HD because every new TV has a contrast ratio of 16:9.

Not all HD channels and I wish I had an explanation for you. I have noticed that one of my network HD channels has to be stretched to fill the screen...
Most fill the screen normally, though.
