Well what I would do is...
1. Segment the city
2. Guard all the exits..
3. Put the entire city in lockdown
4. Go house by house, building by building clearing each in turn.
5. Execute anyone found with a weapon, or hiding weapons.
6. If any armed resistance is found, don't bother clearing out buildings.. vaporize them.
7. Clear the entire city thusly
8. Rearm the communities of the city into patrols, then with a higher up police command.
9. Rinse and repeat with other cities in Iraq.
It'll be expensive, take time, and won't win us many friends, but it will work.
We could do it the old fashioned way and kill all males over 12, and sell the rest into slavery.. but I don't want to be extreme...

1. Plant a few more trees, perhaps a flower bed or two and an ornamental japanese garden. That would take quite a few troops. Also the extra troops would breathe out extra carbon dioxide for the plants to use, as an added bonus.
2. Build a wall around the city, that way you can put creepers and vines in, which always produce an attractive effect.
3. Flamethrowers and machine guns not good for greenery. Ban them. Ban them ALL!
4. ID everybody. Only qualified horticulturalists should be permitted.
