I am Jaycee member and we deal with a donation type of event every single month. I find that when it comes to donations the best way to approach business' etc. is 1# only talk with the management staff on hand, don't wait for them to call you or to set up a time to have you come into speak with them, you'll wait and wait and wait and nothing will be done. Hit them hard, call them first to see if they are in, ask when their most available time is, THAT DAY to come in and speak with them. If you are there not only do you make it more personable but more or less puts them on the spot, don't forget to always bring pamphlets or something you have printed and in addition it is always good to bring extra helpers, this will not only make it easier for you but take it that much of a on the spot close them on giving that day, not tomorrow attitude. And it don't hurt to get the damaged things that are returned, some are easily repaired.

Fliers. They are the best at getting a point across. Put them in really obvious places such as on stop sign posts, like they do for garage sales.
Also, the Starbucks thing is a good idea if you have a Starbucks nearby. You could ask other businesses, too. Such as a restaurant to sell snacks there to bring in the crowd.
You could ask a local place that prints things to donate or reduce the price of hats, T-Shirts, and stuff like that which may say "I Helped Clothe America (or Town Name). I donated to Such in Such" Like they do for Red-Cross. Then hand them out to helpers.
You could ask the local school to get faculty and students to donate their time helping organize things (you know the work takes more than one pair of hands, and when the school gets involved the community will get involved because the community's children will be helping and they will want to support their kids by donating clothes or things from their business).

I wish you the best of luck in your efforts!!

That is the easy part put fliers up everywhere talk to public television companies, ask other organizations to help you out American Legion's, VFW, many veteran organizations have budgets or resources to help people out. Have a letter sent out , go in person with a proposal, let the people know who it is for and why, i.e. homeless families, homeless vets, handicap.
Good luck on your quest it is very rewarding I am involved in one right now for displaced vets. Tell them things like " Last years clothes out of style? Donate it is tax deduct able."

Post signs and or knock on doors, A little leg work, but this will allow you to speak to the people.

Contact schools, and or colleges.

And call Starbucks, speak to the manager and he or she can possible assist you with providing coffee free at the drive drop off.
