Ruger 22/45. Very reliable. Same controls and grip angle as a 1911, but uses .22 ammo, so it's alot cheaper for plinking.

With the principle consideration being cheap, you might look at the Hi Point pistols. They won't last forever, but actually shoot pretty well out of the box.
I'd go with a .22 or a 9mm, because these are the cheapest to actually shoot a lot and if you pick .40sw, you will find yourself NOT shooting as much due to the cost.
There are some great deals on foreign impoted 9mm pistols. Look for CZs, Hi Powers and other military and police surplus pistols at a place like Southern Ohio Gun. I would highly recommend a import copy of the Browning Hi Power from Argentina....I have one and the quality is very good and this gun WILL last forever. Around $275

I think you mean an economical pistol that is economical to use. The best one in that light would be a 22 and would have been a heritage arms, but you mentioned semi-auto. I would then lean towards the ruger.

Any 22 cal rifle or pistol is great. You can purchase them for around $100 and a box of 500 bullets is under $15
