United States, I mean. Also if the Marines report to the Secretary of the Navy, are they Navy? Which came first?

The Continental Navy was established 13 October 1775, it was mostly a token guesture however, as the ships were mostly converted merchant vessels.
The Continental Navy was disbanded after the war.

In 1789 the Constitution empowered Congress "to provide and maintain a Navy." In the year 1794 Congress first acted on that power, in response to international crises, by authorizing the the building of six frigates.
Until 30 April 1798, the Navy was under the Department of War. On this date the Department of the Navy was officially created. This is the date we use when celebrating the anniversary of the Navy.
The creation of the Department of the Navy was just in time for the Quasi War with France.

Congress established the Continental Marines 10 November 1775 as Naval Infantry. The Marines were disbanded along with the Navy

The Marine Corp was reestablished on 11 July 1798.

The Marine Corps was established by a resolution of the Continental Congress on November 10,1775. The Navy was formed on 13 October 1775. The Marine Corps is a department of the Navy. The Marine Corps' senior General (The Commandant) is responsible to the Secretary of the Navy just as the Navy's senior Admiral is.
