go to thrift stores, and recycle and paint what you already have. move around the furniture you own and change placement. painting walls and window treatments make a huge difference for relatively low cost. hanging art on the wall will also make a big difference, and there is usually a clearance section for framed art at Michael's or Jo-Ann fabrics.

when you go to second hand stores, look at things' shapes, not color. Spray paint becomes your best friend. painting walls is inexpensive and easy, fabric to recover pillows.. again, inexpensive. take photographs youself and enlarge them.
