This can only be done by God's elect when they are deliverd up for a testimony. To deny the Holy Spirit to speak through them.
Mar 13:11 But when they shall lead you, and deliver you up, take no thought beforehand what ye shall speak, neither do ye premeditate: but whatsoever shall be given you in that hour, that speak ye: for it is not ye that speak, but the Holy Ghost.
Luk 21:12 But before all these, they shall lay their hands on you, and persecute you, delivering you up to the synagogues, and into prisons, being brought before kings and rulers for my name's sake.
Luk 21:13 And it shall turn to you for a testimony.
Luk 21:14 Settle it therefore in your hearts, not to meditate before what ye shall answer:
Luk 21:15 For I will give you a mouth and wisdom, which all your adversaries shall not be able to gainsay nor resist.

With God, it's not a sin unless you know it was a sin. Like if I were to say that I don't believe in the Holy Spirit but I have never experienced it or know nothing about it, than it wasn't blasphemy. If I know about God and the Holy Spirit and I speak against it than it's a sin. But if you truly know the Holy Spirit and what it means and it's purpose than your not going to speak against it. The Holy Spirit or Holy Ghost scares people away sometimes, but it's not a scary thing at all. The purpose it to guide you and to comfort you. That's what Jesus said after He was resurrected and rose again, He said that He must go, but He would send a comforter. The more knowledge we obtain from God the more responsibility that comes with it. That's why I said...if you know that somethings wrong and you do it, then it's a sin and you have to repent. But if you are doing something that you don't know is wrong than it's not a sin to you. Just like for me, I can't drink or smoke or cuss, but those things may not be a sin to you because you may not know that those things are a sin. That was just an example. Anything put before God, and your time with Him is wrong, and we all have to strive everyday to get closer to Him. God Bless you!

Blasphemy is,by definition,to speak and/or act against God.In my opinion,it is also blasphemy for someone to try to appear to be God-like.In other words, people who claim to be and act like they're religious, when in fact, they don't live what they are preaching. They are called hypocrites-politicians,etc.

To knowingly attribute the works of the Holy Spirit to Satan.
When Jesus walked this earth some people attributed His works to Satan when they knew better.

Oooh, I know. A christian told me it's when you attribute the "works" of the HS to the devil. Wow, I actually learned something here. Too bad it's drivel. I'll file that away with the movie trivia.
