TKD would be the better style for reflex and balance. Ninjuitsu dosn't exist anymore and judo is more joint manipulations, take downs and things like that.

There's a made up version of ninjitsu in America based on observation.
The real ninjitsu is taught in Japan.
I heard they're only taught to special agents and soldiers.
Tai kwon do and Judo is good for balance.
I don't think you can learn the original style of ninjitsu.

Neither Dude, your limitations in your abilities for reflexes balance are the only thing that matters as to how good those atributes will be, there IS NO SPECIFIC Martial Art that teaches any ONE atribute "better" than another.
ANY Martial Art will help you to better your own abilities, but you have to TRAIN to improve these atributes. otherwise your wasting your time, there isn't any ONE Martial Art that you can study that will "give" you them.
it's not the Martial Art, it's the individual themselves that determines how good or bad their techniques will be according to HOW WELL HE OR SHE TRAINS.
if you train poorly or don't train at all outside of the class, you will be a poor Martial Artist. If you train more than just the time that you spend in class (ie practicing techniques rather just sitting around and doing nothing) you wll be a better Martial Artist.

I am partial to Taekwon-Do. The strong emphasis on kicking is great for balance, and a lot of the stances also build leg strrength and improve balance and coordination when done properly.

I like Tae Kwon Do. Since we do a lot of kicking, you really develop balance. Try standing on 1 foot. Now kick while you are doing it. I don't think there is any such thing as "Ninjitsu" any more.

All those styles are good for those things . Finding an actual school of ninjutsu is much harder . 90% of all the schools that say they teach ninjutsu are fakes .
