Not sure about the relay but I have seen this happen with a poor ground. Check all your connections.

Sounds like a headlight switch. remove the switch and check for burnt connection at the plug

The relay may be at fault, but more likely could be the multifunction switch in the steering column which controls the dimmer and turn signals.

I would suspect the head light switch is the culprit, I've been replacing them on a regular basis for years.
