My ex wrote me an e-mail saying that he was horrible for treating me the way he did and that he misses me. Since then we have been trying to be just friends. He lives in another city where most of my friends live. Whenever I mention coming to see my friends he wants me to come to one of his softball games. One weekend I was going to go to one and told him I was. A family thing happened and I didn't end up going. The next week I got an email from him saying he missed me at the games that he thought I was coming out. What is going on? He also keeps emailing me about the fact that he might be moving out of state.

I can't read the dude's mind, so I can't tell you exactly what he's thinking. However, if you want to see him, and feel comfortable doing so, then go hang out--that's the only way you are going to figure out what he wants from you. On a side note, my opinion is that if he treated you like **** before, he'll do it again. Been there, done that. It's hard to let go of someone you care deeply about, especially when they express remorse over wrong doings (I don't know exactly how involved you were, but I'm speaking from personal experience) but if you are just trying to be friends, then accept his apology, be friends, and don't sweat it. Just make sure that you both have the same intentions.

Sounds like he is trying to make ammends for his poor behavior in the past. If he recently found God or joined AA then that might have something to do with it...but it may just be a sincere apology from someone who realized the consequences for his actions a little too late.
Either way, he is an "ex" for a reason...maybe several, so remember those reasons when you communicate with him. You don't owe him any explanation for anything that you do or anywhere that you go, and my advice (from a male perspective) is not to go see him. Doing what he wants you to do after his apology will be validation to him that everything is OK now, and may allow him to rationalize poor treatment of you or others in the future.
