If you're asking about a free and easy version of something like FrontPage, my recommendation is to go with the Mozilla Suite.
I tried to see if I could find an install of Mozilla Composer, (which is their Web Design software), on it's own, but I wasn't able to. If you want access to it, you'll need to download and install their entire package.
The full package includes a web browser, email client, newsgroup reader, etc, along with composer, but it's not such a bad idea to have an alternate web browser/email client around, just in case your primary one craps out, so I'd give this a whirl...Link to the download and information page is below.

There is no as such good FREEWARE for webdesign........but though u can download any software from a website called http://www.mininova.org for free. to download mininova files u just need to have a torrent client software....... a good torrent client is BITCOMET...... download bit comet for free from http://www.bitcomet.com
Names of some good web designing softwares are....... Microsoft Frontpage, Adobe Golive, Macromedia (now ADOBE) Dreamweaver. if u get any problem downloading the software... just send me a mail to get the instructions.

Learn JavaScript, it's open source plus has all the capabilities of Java and can be programed in Notepad.
