If I remember correctly, the fastest plane in the world that was strictly jet propelled, was the SR-71 Blackbird, A USAF recon plane that was decomissioned in the mid '80's. I have seen quite a few reports on the specifications, and if I remember correctly, the official specs placed it at Mach 5, but unconfirmed reports from actual pilots claimed it would travel upwards of Mach 7 in the highest reaches of atmosphere where the air is thinner.

Personally, I would say it is the Space Shuttle. Of course, when it is traveling fast, it isn't doing so under its own power. Still, it flies pretty darn fast. And slows down pretty darn fast.
