By a lamp i presume you mean a heat lamp. it is best to keep it in a shed or out building and as long as the temperature is warm enough for the bird and it is able to move away from or get nearer to the lamp as it wishes but not touch it, then it should be OK but keep an eye on the weather because if it freezes it can still harm your bird. and you will have to bring it indoors.

You should NEVER leave any kind of pet out in the cold. If you have a tropical bird, it's natural environment is warm; even at night. Being out in the cold night air would be very harmful to them. They will catch cold much more easily and if a bird gets sick, more often than not, it will die. Also, if it gets cold enough, the bird could very well freeze to death. A lamp--even a special heating lamp--won't do much good outside. They are made for indoors. And besides, the light from the lamp will keep the birds awake all night. It's best to keep all pets inside during the cold nights. Even if it's not cold outside at night, it's best to bring your birds inside for the night.

NOOOOO! Birds are best in WARM weather. Being cold could possibly cause death or illness

no.. not unless you want them to freeze. if it is really cold out then you should always bring in your pets.. and if you are unable to bring them in then you should build something that will keep them warm.
