its plugged in but nothing happens, its my friends carmera so does it need to be charged then it will upload the pics.

As long as it is turned on you can upload pics battery low or not but it has to be turned on if its not able to be turned on then no it wont upload them good luck

If the battery is weak, it can even happen that only the first pics will be uploaded, but not the rest. That could damage the memory card.
To be on the safe side I usually connect my camera with the charging tool while uploading.

I have the DSLR Canon Rebel XT. I can only speak of what happens to me, but when it is low on battery it warns me the battery level is low tells me I need to recharge it and it prevents me from Uploading.

Typically, cameras do this to prevent damage (file corruption) to the memory card. Sometimes files will get corrupted if you're reading/writing and the camera powers down, therefore, the camera won't let you start downloading unless you have enough juice to finish the job. Hope that helps.
