Did the foster dog give birth with her. The date may be wrong as to the time of birth. They should start opening not to worry in a litter they all don't miraculously open and once. Most of the time you'll see half an eyeball on a couple one day then a few one eye open and the other half starting. Its kind of funny but it may also depend if momma is cleaning them alot and stimulating the muscle in the eyelids.

Are the eyes crusted or seeping anything. If not they should be fine.
Some pups are just "late blossomers." I would give them a few more days. Conjunctivitis of the eye can also cause the eyes not to open. The infection will cause excess tear buildup, which will crust. This will mend those lids shut. You may want to gently wipe their eyes with a warm, wet cloth, as if they are crusted closed, this can help losen the crust. If you do notice any crusty substance on their eyes, this would definately indicate infection and you may need your veterinarian to prescribe some antibiotic drops/ointment to cure the infection

She isn't blind--she's only youthful. The "wiring" in a domestic dog's mind isn't proper, with the intention to talk, till the domestic dog is about 21 days previous. till she reaches that age, issues she sees gained't fairly register. she will be able to pass by using a intense era at about 3 weeks, and in a remember of hours she will be able to perceive her environment. in the period in-between, as long as she will locate her mom she is fantastic.

The time period is an estimate. Some'll take longer, some won't take that long. If your neighbor is truly concerned, then she can take them to a vet to make sure there's no infection or other health problem preventing them from opening their eyes.

Dont listen to old wives tales, the eyes will open when they are ready. DO NOT try to force this. If you are worried, a phone call to the vet will settle your mind.

No there is no fact behind that.
Now some breeds are more prone to deafness and blindness if they have blue eyes, but keep in mind some breeds have one blue eye to begin with naturally.

THEY ARE ABIT SLOW, GIVE THEM TIME, IT IS ONLY A GUIDE, SO DONT PANIC, MAKE SURE THE EYES ARE CLEAN, MAYBE MUM HAS NOT WASHING THEM ENOUGH, USE COOLED BOILED WATER TO BATH, IT COULD BE JUST TO MUCH CRUST ON THE EYE LIDS. A BIT EARLY TO PANIC! SO DONT WORRY.
