I know you want to know averages, but it is really hard to say unless we know where you live.
Your auto rates are very different based on where you live.
If you live in Washington, DC, the aveage auto rate per year is about $1300.
If you live in Iowa, the average is closer to $600 per year.
For health insurance, a young healthy single person can probably get coverage for about $50 a month.
A family plan is about $1000 a month.
And all of that depends on how much you want to pay out of your pocket for office visits and if you want to share some costs if you get hospitalized.

Health insurance is also a matter of who you are, age, health etc. The costs also vary based on the amount of deductible you have. The deductible is that portion of medical expenses you are willing to pay before the insurance company is obligated to pay. At age 17 you will probably be under $200.00 per month. If the other person was at fault for the accident then that person will be responsible for her medical bills, physical therapy, lost wages, pain and suffering, replacing her car, etc. Their insurance will cover up to the limits they have but if that is not enough then they will personally be responsible for it. It will probably mean that your fiance will have to sue them though, and if they don't have that much money the judge may have to enter a judgment against them to garnish their future income to pay off the judgment. It also means that if the received money from something such as the sale of their house the money would go to your fiance until the full amount is payed off. It's a good thing that her parent's are already getting a lawyer because unfortunately she is probably going to need one. Good luck and best wishes to your fiance on her recovery.

I'm 32 years old in NY and I pay $100 a month for full coverage car insurance (with a license so clean you can see your reflection in it!) and $380 a month for health insurance.

there is no way to give you an 'average'. It depends on too many factors to even give you a list. You can:

call your parents agent and get a quote.
go to esurance and get a quote.
go to driveinsurance.com and get a quote.

You will probably get a better rate if you are on your parents policy because you will get a multi car discount and may benefit from any other policy level discounts that they are receiving.
