Can't they be reused?

Brilliant question!
Lots of reasons:
For convenience, ie if you're travelling for a short break its easier to stick a couple of them in a bag than take bigger electric razor, charger, travel adaptor etc.
They're cheap.
They're made to a lesser standard so they go blunt relatively quickly - which is painful!
They're small, in years gone by you'd have a cut-throat style razor in a kit with brush, foam, etc etc. And the older razors with replaceable blades were expensive and bulky.

Because unlike regular razors, where you have to constantly replaces the razors, disposable, just use them and then toss them and that's the name of the game.

Well the blades need replacing every now and again (they become blunt and do not cut very well) but the rest of the shaver doesn't need changing unless they are the kind where the blades can not be removed.

They go blunt. How exactly were you thinking of reusing them?

they are disposable for a reason !
they can rust when re used
they carry bacteria
they have no filter to clean it
there!

because after a couple of uses you throw them away, they do make razor where you can buy refill too
