Adobe Photoshop (the full version, not Elements) does that.

I LOVE Photoshop 7.0
They now have Photoshop CS2 which can do even MORE!
You may find a good deal on 7.0 now that CS2 is out, though.

I myself also use Adobe Photoshop, works quite well if you really learn how to use it. And once you get the first version, you can contiune upgrading.

try adobe photoshop cs2 -- it is the newest -- you might be able to get a trial download at adobe.com --
