Get the restaurants phone numbers and call them. They can fax or you can pick them up. Its always FREE

Good luck. When I looked into software for making my menus, the only software I could find was near $400! So I used MS Publisher and did all the layout myself. I would search online for as many restaurants' menus as I could and incorporated some of their layouts.
Having a template really would have helped cut down on designing them.
